OICC was specifically created for Gulf countries where political activities by non-citizens are forbidden. The word 'Cultural' was added to dilute the group's political significance. Dr. Karan Singh, who was the Chairman of the IOC at that time, approved that setup. Those organizations were primarily run by Malayalees, who have a large presence in the Gulf countries.
